What entity or group decides what domain name(s) should me considered as a premium domain name?

If you are talking about premium names at certain registrars – godaddy and dynadot etc These are names already registred by domaindiscover.com.

They have a partnership with registrars to advertise their domains as ‘premium domains’ on domain searches.
