Free website creator (that allows alot of uploads from the creator). 10 points!!?
So I want to make a new website and I am currently using weebly for my other websites, however, it does not let me put files on the website for people to download until I sign up for premium. It’s not that I have a problem with paying it’s just that I would like to establish the website properly before I start paying for premium and domain names etc.

You CAN use Webs.com, However there is a limit to the sizes you can hold. So i recommend uploading them to something like Mediafire.com

I agree with the previous answer. Blogger is excellent and easy to use. I’m not sure if you can put files up on Blogger by default, but I think there is a variety of add-ons you can install onto the page…some of which you might be able to share files with.
If you’re looking for Google search traffic however, Blogger is a little harder to rank well in the search engines.
Have you looked into Wordpress? All you need to pay for is hosting with that, which is cheap enough.
